If I win, do you allow PayPal payments from U.S. Or none U.S. Buyers?

No PayPal payments will be accepted on sales from outside the U.S. as per the eBay/PayPal Seller/ Buyer protection rules. U.S. PayPal payments are accepted from USA Buyers with confirmed addresses only. We do not ship to a secondary address that is not the confirmed address. This is also as per eBay/PayPal rules.
